SAN DIEGO (April 4, 2025) - Today,Supervisor Monica Montgomery Steppe announced her proposal to modify the timeline for the San Diego County Board of Supervisors to adopt a budget for Fiscal Year 2025–26. The proposal calls for the Board to utilize a “two-step” budget process as permitted by California state law. Under Supervisor Montgomery Steppe’s proposal, the Board would approve a recommended budget by June 30, 2025. The Board will then hold public budget hearings and adopt the final budget no later than October 2, 2025
This two-step process will provide the Board with the flexibility to better understand and account for uncertainties surrounding shifting federal policies, the state budget outlook, and other factors that could impact the budget. Additionally, it will ensure that the First Supervisorial District has a voice in the Fiscal Year 2025–26 budget process.
"Modifying the budget timeline allows us to carefully review and adjust our budget to reflect the most current financial realities, ensuring that we can continue to provide essential services to our communities," said Supervisor Montgomery Steppe. "We owe it to San Diego County residents to ensure that every voice is heard and that the final budget reflects the priorities and needs of all residents. The truth is, we shouldn’t move forward without a fully represented Board—especially if it does not negatively impact us. The two-step process enables us to craft a budget that is not only fiscally responsible but also fully inclusive."
The two-step budget process also provides the public with an opportunity to review the initial budget proposal and offer feedback before final adjustments are made later in the year. This ensures that the County budget remains transparent and inclusive.
Contrary to prior claims, the two-step budget process does not delay any current funding and will allow the County to continue operating effectively while remaining responsive to changes in revenue projections or in state and federal funding. The process will have no impact on the County's credit rating. The Board will continue to work closely with the Chief Administrative Officer to refine the budget and ensure that the County of San Diego remains financially stable and poised to meet the needs of its residents.
The Board of Supervisors will vote on Supervisor Montgomery Steppe’s proposal on Tuesday, April 8th. If the item passes, it will return to the Board for a second reading on April 22nd.
