SUPERVISOR MONTGOMERY STEPPE APPLAUDS PASSAGE OF ORDINANCE PROTECTING TENANTS FROM PREDATORY PRACTICES DURING EMERGENCIES

SAN DIEGO (MARCH 11, 2025) – Today, the San Diego County Board of Supervisors passed a crucial ordinance introduced by Supervisor Montgomery Steppe to provide protections for residential tenants against predatory practices during a declared state of emergency. This landmark ordinance, which addresses exploitation and predatory real estate practices following emergencies, passed with bipartisan support and was created in response to the January 2024 floods.

The ordinance, which was proposed on April 30, 2024, is designed to prevent eviction actions for residential tenants impacted by an emergency for at least seven days following the declaration of a local state of emergency. It will apply to all residential tenants affected by an emergency, including those facing economic loss due to disasters like flooding, fires, or other emergencies.

“Today marks an important step forward in protecting members of our community during times of crisis,” said Supervisor Montgomery Steppe. “No one should have to fear losing their home or being taken advantage of at their most vulnerable moment. This ordinance ensures that tenants have some protection against further financial hardship or the insecurity of eviction. I thank my colleagues who voted in support as we send a strong message that San Diego County stands with its residents during their most challenging times.”

The passage of this ordinance aligns with California Penal Code Section 396, which safeguards consumers and tenants during emergencies by prohibiting unjustified price increases and evictions. The ordinance will apply countywide, including within incorporated cities in San Diego County, once the County’s Chief Administrative Officer determines that an emergency has occurred.
