Ryan moved to San Diego from Minneapolis in 2025 to be closer to family. He holds a bachelor’s degree in Political Science and Economics from the University of Minnesota, Duluth.

Before moving, Ryan served as the Government Affairs Director for the Minnesota Mechanical Contractors Association and the Minnesota-Dakotas chapter of the National Electrical Contractors Association. Prior to that he worked for the City of Minneapolis as a Senior Policy Advisor for the City Council. His work has focused on housing, public safety, land use, government finance, workforce development, labor, energy, health and public works. Ryan manages District 4 special policy project areas in Health and Human Services, Finance and Government and Public Safety.
