Ryan moved to San Diego from Minneapolis in 2025 to be closer to family. He holds a bachelor’s degree in Political Science and Economics from the University of Minnesota, Duluth.

Before moving, Ryan served as the Government Affairs Director for the Minnesota Mechanical Contractors Association and the Minnesota-Dakotas chapter of the National Electrical Contractors Association. Prior to that he worked for the City of Minneapolis as a Senior Policy Advisor for the City Council. His work has focused on housing, public safety, land use, government finance, workforce development, labor, energy, health and public works.

Ryan manages the policy areas related to the County of San Diego’s Public Safety Group.
